The reason why this was put into place was actually quite simple. There are so many people out there that are able to commit some really nasty crimes by pretending to be the police. On top of this, if it is a police car they are not allowed to charge you if you do not pull over.
So if something like this does happen to you the best thing to do is ring 911 or 999 on your mobile/cell phone to check with the police if there is an unmarked car in your area. If you do not own a mobile or do not have it with you then the best thing to do is to go to the nearest populated area and wait it out.
